Stormwater Drainage Systems
Stormwater drainage systems are channels and underground pipes that carry stormwater (rainwater) to ponds, lakes, streams and rivers. You are probably more familiar with this system than you think.
If you’ve ever seen a large looking concrete tunnel in a ditch, or if you’ve ever dropped your keys into roadside concrete or metal drain, then you have probably seen this drainage system. HOA’s should be familiar with this system because they are all over communities.
These systems are an integral part of the stormwater management system in the county that is designed to control the quantity, quality, timing and distribution of storm runoff (Fairfax County website).
However, it’s not part of the wastewater system. You can typically find drainage systems by roadside ditches, roadside curb inlets, yard inlets, channels: grass, concrete, stone (rip-rap) and some asphalt, and pipe outfalls (pipe openings).
The Homeowners Association is responsible for the maintenance and the public easement of the stormwater drainage system. An easement is a right granted from a property owner to another for a specific use of a portion of the owner’s land (Fairfax County website).
An example is a utility line in which case the utility worker will tell you what is allowed and what isn’t. Something that might not be allowed is building a permanent structure.
